Description

The Human Resource Specialist - Benefits Administration position is an advanced professional and confidential position responsible for managing and administering the City’s health and welfare plans, leaves of absence, and wellness programming in accordance with adopted plans, policies, and federal and state regulations. 

Work is to be performed independently under the direction and supervision of the Human Resources Director.

Essential Duties and Responsibilities

  • Performs day-to-day administration of employee health and welfare benefits including medical, dental, life, disability, Section 125 Flexible Spending Plans, Employee Assistance Program (EAP), various tax advantaged accounts, and retirement plans in accordance with federal and state laws, City of Brooklyn Park policies and procedures, and collective bargaining agreements. Partners with benefit broker partner and HR Director to resolve highly complex benefit issues.   

  • Responds to employee inquiries, provides benefit information, and acts as liaison between the employee, benefits broker, insurance company, and third-party administrators for City sponsored benefit programs.  
  • Develops and facilitates twice-monthly benefit orientation sessions for new hires and existing employees. Assists employees with the completion of benefit related paperwork and accurately enters benefit election information into vendor systems and the City of Brooklyn Park’s payroll system.  
  • Maintains in-depth knowledge and expertise in employee benefit best practices and trends; makes recommendations on pending legislative actions regarding benefits; conducts benefits research in support of union negotiations and annual plan maintenance activities; and responds to benefits issues and benefits queries.  
  • Interprets and provides guidance to management and employees relating to carrier contract provisions, benefits, and coverage. Escalates highly complex issues to benefit broker partner and carrier account managers.     
  • Coordinates the City’s annual open enrollment process for all health and welfare benefits. Assists in setting benefit strategy and direction, creating sustainable plan designs, and drafting Requests for Proposals (RFP’s) for all benefit lines going out for bid.  
  • Reviews and reconciles monthly benefit related invoices.   
  • Prepares, processes, and validates Affordable Care Act (ACA) reports using data from the City’s Human Resources Information System (HRIS). 
  • Generates and completes a wide range of reports for federal and state agencies, insurance companies, and pension/retirement corporations as needed.   
  • Ensures the City’s Section 125 agreement is modified as needed.  
  • Coordinates City leave programs including the Family Medical Leave Act, Paid Parental Leave, Americans with Disabilities Act Leaves, City Medical Leaves, and the Leave Donation Program in accordance with federal and state laws and City policies and procedures.   
  • Maintains and updates employee benefit files including both confidential and public data.   
  • Tracks and processes COBRA enrollments through COBRA third-party administrator. Reconciles benefit payments received from COBRA TPA.  
  • Attends monthly Benefit Labor Management Committee meetings and acts as Benefit program Subject Matter Expert (SME).   
  • Participate in planning and implementing employee wellness campaigns.
  • Other job duties as assigned or apparent. 

Minimum and Desired Qualifications

Education
Bachelor's degree in Human Resources, Industrial Relations or related field.  An equivalent combination of experience and training may be substituted for the education requirement.

Experience
Five (5) years of progressively responsible/successful experience in the administration of human resources programs and services, specifically benefits and compensation programs and services.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills and Abilities

  • Strong command of the full spectrum of employee health and welfare benefit programs.

  • Application and interpretation of employment, benefit, and leave laws and regulations especially those relating to the Affordable Care Act (ACA), Section 125, FMLA, and PERA. 

  • Benefit related HRIS experience.

  • Analytics and problem resolution with the ability to interpret complex data and provide meaningful insights and recommendations.  

  • Interpersonal sensitivity, adaptability/flexibility, and tolerance for ambiguity. 

  • Highly developed time management skills with the ability to prioritize multiple competing demands while meeting deadlines in an environment of frequent interruptions. 

  • Maintain accurate and complete record systems including the use of computer applications to create electronic records. 

  • Maintain the confidentiality and privacy of privileged communications, including employee medical information. 

  • Evaluate, recommend, and implement improvements to assigned program areas. 

  • Support and promote programs that foster desired organizational culture of diversity, equity, and inclusion goals across the City.

  • Demonstrated cultural competence and comfort with supporting the city's strategic objectives for advancing racial equity.  

  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction.

  • Embrace and engage in cultural shift toward Continuous Improvement.


Desired Qualifications

  • Experience assisting in the administration of an organization’s benefit programs such as health, dental, life and disability insurances, flexible spending, PERA pension, 457 retirement savings plans, retiree health savings plans, and employee assistance.
  • Ability to evaluate and modify programs to increase effectiveness; initiate change when necessary and influence others to adopt new methods of operation.
  • Knowledge of principles, practices, and standards of public sector human resources administration.
  • Knowledge of applicable state and federal laws, rules and regulations related to public sector employment.
  • Knowledge of the organizational structure, functions, and operations of municipal government.
  • Ability to present information in a clear and concise manner to large groups.
  • Ability to independently organize and coordinate work, set priorities, manage multiple assignments, and successfully work within deadlines and time constraints.
  • Ability to accurately comprehend, interpret, analyze and explain complex information.
  • Ability to analyze problems, identify alternative solutions, and project consequences/outcomes.
  • Ability to exercise sound judgment to define, investigate, and resolve problems/conflicts in compliance with established policies, procedures and practices.
  • Ability to exercise independent judgment and initiative to successfully achieve/produce specialized projects.
  • Ability to interact, develop and maintain positive and professional working relationships at all organizational levels.
  • Ability to respect and maintain confidentiality of sensitive information, issues, and projects; maintain compliance with the Minnesota Government Data Practices Act.
  • Ability to clearly, concisely, and effectively communicate, both in verbal and written formats.
  • Professional certification as PHR, SPHR, or IPMA-CP. 
  • Demonstrated ability to work effectively with people from various cultural, socioeconomic, racial and ethnic backgrounds.
  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).
